Compliance requirements

The bidder must confirm that neither it nor the members of its management bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering, terrorism, child labour, human trafficking, or any other exclusion ground listed in the ESPD. The bidder must also confirm payment of taxes and social security contributions and, where applicable, provide a description of self-cleaning measures and supporting evidence. Qualification criteria and exclusion grounds

The bidder must submit the completed technical specification annex and the manufacturer’s technical documentation for the offered body-worn cameras and related equipment so that the contracting authority can verify that all required functions are present. The price form must also be completed and the tender submitted in the structure required by the procurement documents. The tender must comply with all procurement document requirements, and where necessary equivalence must be explained and evidence of equivalence provided. The compliance conditions also include a requirement that subcontractors and suppliers representing more than 10% of the contract value may not be Russian citizens, residents or companies established in the Russian Federation, or entities more than 50% owned by them or acting on their instructions. If the bid is a joint tender, a power of attorney for the joint tenderers must be attached.
