Compliance requirements
The bidder must confirm that neither the bidder nor persons with management or representation rights have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering, or terrorist financing. Other standard exclusion grounds listed in the ESPD also apply. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s average net annual turnover for the last three completed financial years must be at least EUR 70,000. The bidder must provide turnover information in the ESPD, and the contracting authority may request extracts from the last three annual accounts. To prove technical capacity, the bidder must have performed at least one sales contract for a training simulator within the 36 months preceding the start of the procurement. For that contract, the bidder must provide a description, value, period and details of the other contracting party, and on request a confirmation of proper performance. The bid must be submitted by a legal or authorised representative; if submitted by an authorised representative, a power of attorney must be attached. In a joint bid, a joint power of attorney and a statement of joint and several liability must be included. The bidder must submit a price offer, technical data for the offered goods, and confirm compliance with the tender documents and that the goods offered are not subject to international sanctions and do not originate from sanctioned regions.
