Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, participation in a criminal organisation, or terrorist offences related to terrorist acts or terrorist activity. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. For subcontractors, an ESPD must be provided at the contract performance stage, and the same main exclusion grounds are checked for first-tier subcontractors.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment. The combined turnover for the last three completed financial years (2023, 2024 and 2025) in the field of water and stormwater sewer construction must be at least EUR 1,500,000. For bidders registered in Estonia, the contracting authority will check the turnover directly in the commercial register; bidders registered abroad must submit copies of the annual accounts for the last three completed financial years. The bidder must have experience from the last 60 months in performing at least one similar contract, where at least 400 metres of stormwater sewer pipeline forming part of a public sewerage system was built in a densely built-up area within a single contract. The work must have been carried out in accordance with the concluded contracts and good practice. The tender must comply with the procurement documents, conditional tenders are not allowed, the tender price must be submitted according to the prescribed structure and bill of quantities, and equivalent solutions must be explained and supported by evidence where necessary. In the case of a joint tender, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached.
