Compliance requirements
The contracting authority checks the exclusion grounds under Section 95(1) of the Public Procurement Act for the successful bidder. The bidder must confirm that none of those grounds apply, and if any ground does apply, it must be ready to provide a reasoned explanation of remedial measures if requested. In addition, the bidder must confirm that there is no direct or indirect link to the preparation of this procurement, that there is no conflict of interest, and that the bidder is not subject to insolvency or liquidation proceedings. The exact exclusion details must be checked in the procurement documents.
Qualification criteria and exclusion grounds
The bidder must submit an updated draft curriculum and an initial concept for the e-course content. The bid must comply with the tender documents, and where necessary equivalence must be explained and evidence of equivalence must be attached. If this is a joint bid, a power of attorney for the joint bidders must be included. The team must include a subject-matter expert, an instructional designer/production coordinator, and a video and audio file producer. The subject-matter expert must have higher education and must be an official trainer of trainers for the flag system in Estonia; the bidder must also submit the expert’s signed consent to participate and a document proving the expert’s education. The instructional designer/production coordinator must have experience of creating at least 2 self-paced e-courses of at least 8 academic hours each within the last 3 years, be able to work with Articulate Rise, and have adult training competence; a signed CV must be submitted for this person. The video and audio file producer must have experience of creating at least 1 instructional video, and a signed CV must be submitted for this person. The bidder must also provide the bid price in the required structure, confirm that the bid complies with the tender documents, and submit the initial concept for the e-course content. The initial e-course concept is also used in bid evaluation.
