Compliance requirements
The tender documents include the standard exclusion grounds for criminal organisation involvement, corruption and fraud. The bidder must confirm whether any of these grounds apply to the bidder or to persons representing, managing or controlling the bidder. If an exclusion ground exists, the bidder may provide evidence of self-cleaning measures where allowed by the procurement rules or the tender documents.
Qualification criteria and exclusion grounds
The bidder's total net turnover for each of the last three completed financial years must be at least EUR 200,000. The bidder must provide turnover data for the last three financial years in the ESPD.
The bidder must have properly performed at least two similar construction contracts within the last 60 months. Similar works are defined as construction of harbour breakwaters, concrete quays at a harbour, and substructures for roads and parking areas. The works may have been carried out under separate contracts. The bidder must list the completed construction contracts in the ESPD, including the contract name, client, contact person and contract value if it is not a trade secret. Upon request, the successful bidder must provide evidence that the reference contracts were performed properly.
The bidder must have at least one person responsible for construction management with a higher education in construction and a professional qualification of hydraulic engineer level 7 or equivalent, or civil engineer level 7 in harbour construction or equivalent, specialised in construction management. In addition, there must be at least one person with the professional qualification of chartered civil engineer level 7, specialised in road construction and maintenance. The ESPD must include the person's name and professional certificate number, and the bidder must provide supporting evidence upon request.
