Compliance requirements
The bidder must confirm that neither it nor the members of its management, governing or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. The machine-readable notice did not set out all exclusion grounds in full; the remaining grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The machine-readable notice and the selected tender documents do not provide precise qualification or suitability requirements beyond the bid forms and compliance documents. The bidder must submit the participation application in the required form, and if the bid is signed by a person who is not listed as a legal representative in the register, a power of attorney must be included. For the soft paper products, the bidder must provide a list of the products to be delivered under the contract together with evidence showing compliance with EN ISO 14024 Type I ecolabel requirements or an equivalent European standard. If compliance is proven by an ecolabel, the ecolabel certificate is sufficient. If a product does not have an ecolabel, the bidder must provide an audit by a conformity assessment body or an impartial auditor confirming equivalence. The bidder must also submit descriptions, manufacturer information or similar materials needed to verify that the offered product meets the tender requirements, and the price offer must be submitted on the required form. If the bid is a joint bid, a joint bidders' power of attorney must be attached.
