The bidder must confirm that neither it nor its management, administrative or supervisory body members, nor other persons with authority to represent it, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or other criminal offences listed in the contract notice. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must include at least the following specialists for service delivery: a layout specialist with at least 2 years of layout experience, and an Estonian-language editor who speaks Estonian at C1 level or as a native speaker. The bid must include the Estonian-language editor’s CV and, if the specialist is not employed by the bidder, a confirmation that the specialist will participate in contract performance. The bidder must present the same specialists whose details were provided in the ESPD under technical and professional ability. The bid must comply with all requirements set out in the tender documents; conditional bids are not allowed, and the bid price must be submitted in the required structure. Zero or negative prices are not allowed.
