The tender documents include mandatory exclusion grounds based on criminal convictions and related self-cleaning declarations. The bidder must be registered in the commercial register of its country of establishment, and the contracting authority may request proof of registration. The bidder’s total turnover for the last 3 financial years must be at least EUR 150,000. For technical and professional capacity, the contracting authority may require a list of major construction contracts completed during the last 60 months and evidence that the works were performed properly. The bidder must submit the bid price in euros and complete the required price form and bill of quantities. If the person signing the bid does not have representation rights according to the commercial register, a power of attorney must be submitted. If the bidder relies on another company’s resources, that company’s ESPD and written consent must be submitted and the other company must be listed as a subcontractor.
