Compliance requirements
The bidder must confirm that neither it nor persons with management or representation rights have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering, or terrorist financing. The bidder must also confirm that no corrupt acts were committed in this procurement procedure. If any exclusion ground applies, the bidder may submit self-cleaning measures where permitted. The bidder must also confirm the EU sanctions-related requirements: subcontractors or suppliers linked to the Russian Federation must not account for more than 10% of the contract value, and the offered goods must not be subject to international sanctions or originate from sanctioned regions.
Qualification criteria and exclusion grounds
Within the last 36 months, the bidder must have provided at least one e-diary or equivalent learning information system service under a single contract with a total value of at least EUR 6,000 excluding VAT. A list of such contracts must be submitted, including the value, dates and details of the other contracting party, and in the case of a public procurement, the reference numbers. The bidder must have at least one developer or an equivalent specialist with at least 3 years of experience in developing or further developing the relevant system. The tender must comply with the procurement documents, and the tender price must be submitted in the required structure and with 2 decimal places. If the machine-readable notice does not contain a precise requirement, it must be checked in the tender documents.
