Compliance requirements

The bidder and its management bodies must not have been convicted of participation in a criminal organisation, corruption, fraud, terrorist offences or offences linked to terrorist activity, money laundering, child labour or human trafficking. Other exclusion grounds laid down by law and listed in the ESPD must also be checked. If an exclusion ground applies, the bidder may in some cases provide evidence of self-cleaning to restore reliability. Qualification criteria and exclusion grounds

The bidder’s net turnover for each of the last 2 financial years must be at least EUR 100,000 excluding VAT. The bid must also be confirmed as compliant with the procurement documents, valid for at least 4 months, and submitted in the required structure. If the bid is submitted jointly, a power of attorney for the joint bidders must be attached. The bidder must provide the names and personal identification codes of authorised persons, or confirm that no such persons exist. As compliance conditions, the bidder must confirm that subcontractors or suppliers subject to the Russia-related sanctions restrictions will not be used for more than 10% of the contract value, and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
