Compliance requirements

The bidder must confirm the standard exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences and other mandatory exclusion grounds set out in the procurement documents. If an exclusion ground applies, the bidder may be asked to provide evidence of self-cleaning measures and, where applicable, details of the persons representing the company for exclusion checks. The notice also states that bidders whose place of residence or establishment is in the Russian Federation or the Republic of Belarus are not allowed to participate.

Qualification criteria and exclusion grounds

The bidder must have at least 1 properly performed contract in the 60 months before the start of the procurement, covering transport, storage, cremation, burial or funeral arrangement services for deceased persons. The bidder must provide a short description of the contract, the performance period, information about the other contracting party and, in public procurement cases, the reference number. On request, the contracting authority may ask for client confirmations and additional details on contract value, period and client. By submitting the tender, the bidder also confirms that the staff involved in service delivery have received the necessary training in handling deceased persons, occupational health and safety, and personal data protection, and that documents proving the professional qualification of the person responsible for the work will be provided on request. The bidder must also have, or be able to obtain for use, the necessary tools, equipment and technical resources, including a special frame for transporting the deceased, a vehicle adapted or intended for transporting the deceased, and a cold chamber for storage. The tender must comply with the procurement documents, be submitted in the required structure, and the bidder must confirm that it has the registrations and competencies required to provide the service.
