Compliance requirements

The tender documents include the standard exclusion grounds, especially convictions for participation in a criminal organisation, corruption, fraud and other mandatory grounds under the Public Procurement Act. Qualification criteria and exclusion grounds

The bidder must be registered in the commercial register of its home country, if required by the laws of that country. For an Estonian bidder, the contracting authority checks the registration itself; a foreign bidder must provide a valid copy of the registration certificate on request. The bidder’s net turnover in the retail sale of liquid fuels must have been at least EUR 1,000,000 per year in each of the last three completed financial years (2023, 2024 and 2025), excluding VAT. If the bidder relies on the resources of another company, the bidder must also provide the required details for that company and, if requested, its consent and financial statements or other proof of turnover. The bidder must hold a valid operating licence for the sale of liquid fuel. For an Estonian bidder, the contracting authority checks the licence in the economic activities register; a foreign bidder must provide a certificate or copy of the operating licence issued by the competent authority in its home country and, if successful, proof before contract signature that it has applied for an operating licence in Estonia. The bidder must have a nationwide fuel station network. For lot 1, stations must be located at least in Tallinn, Tartu, Rakvere, Jõhvi, Narva, Võru, Valga, Jõgeva, Põlva and Tapa, or within 10 km of these locations. For lot 2, stations must be located at least in Tallinn, Tartu, Rakvere, Jõhvi, Narva, Võru, Valga, Jõgeva and Põlva, or within 10 km of these locations. The bid must be submitted on the required forms, including the participation application, price forms and the fuel station network information. The bid must comply with all tender document requirements and conditional bids are not allowed.
