Compliance requirements

Qualification criteria and exclusion grounds

The bidder must have an annual net turnover of at least EUR 150,000 in each of the last three financial years. If the company has operated for less than three years, turnover is calculated as the average for the period of operation. Within the last 36 months, the bidder must have properly performed at least one service contract similar to the subject of the procurement with a value of at least EUR 80,000, or it must have handled waste at a waste management site owned by it under a waste permit during the same period. Similar services include managing a landfill, waste point, waste station, waste sorting plant or another similar waste treatment site. The bidder must provide the contract details or waste management reports in the ESPD. The bidder must confirm that the bid complies with the tender documents, that no conditional bid is submitted, and that the bid price is submitted in the required structure together with the attached price list and cost breakdown table. It must also confirm that the permits and/or registrations needed to provide the service will be applied for after the contract enters into force and before service delivery starts, and that liability insurance will be arranged for the entire service period. If the bid is submitted jointly, an authorised representative must be named and a joint-bid power of attorney must be attached. If business secrets are claimed, they must be briefly justified. The contracting authority also requires confirmations that no subcontractor subject to replacement under Section 122(7) of the Public Procurement Act will be used, and that subcontractors or suppliers representing more than 10% of the contract value are not citizens, residents or companies established in the Russian Federation, nor entities owned or controlled by them. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
