The tender documents include the standard exclusion grounds, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour and human trafficking, and other mandatory grounds under the Public Procurement Act. The bidder must confirm the absence of these grounds and, where applicable, provide dates, reasons, persons concerned, exclusion periods, self-cleaning measures and supporting evidence. If an exclusion ground exists, the bidder may submit evidence of remedial measures where allowed by the procurement documents or law.

The bidder must submit the data and confirmations required in the ESPD and tender documents. For technical and professional capacity, the bidder must have at least one project manager responsible for design works who is at least a licensed civil engineer (level 7) with specialisation in design management, preparation of building design documentation or design expertise, or an equivalent qualification. The bidder must provide the project manager’s name, professional qualification and certificate number. If the bidder relies on another entity’s resources, that entity’s ESPD must also be submitted, and the contracting authority may request proof of the project manager’s qualification. According to the compliance conditions, the bid must comply with all tender documents, be unconditional, and include the required contact person details, the Appendix 2 price form, the Appendix 4 CV of the responsible project manager, and, where applicable, the Appendix 5 consent to rely on another entity’s resources. The engaged project manager must have at least 5 years of design experience and, within the 5 years before the contract notice, experience as responsible project manager in the design of at least one hospital building or building complex with at least 800 m² of enclosed net floor area, at least at preliminary design level. A building permit or an equivalent document from the country where the building is located must have been issued. In a joint bid, a power of attorney for the joint bidders must be submitted. If the bidder relies on another entity’s resources, the relevant consent must be provided. The bidder must also confirm that subcontractors and suppliers from the Russian Federation or entities linked to them will not be engaged for more than 10% of the contract value.
