Compliance requirements
The bidder must confirm the standard exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, and other mandatory exclusion grounds. The bidder must also confirm self-cleaning measures where applicable. The notice indicates that the exact exclusion grounds and confirmations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be entered in the relevant professional register and, for the construction works, must have a relationship with a responsible competent specialist: a construction engineer level 6 with specialisation in building roof design, or equivalent, and a general construction specialist with specialisation in flat-roof construction level 4, or equivalent. For Estonian bidders, the contracting authority checks the registration itself using the Tarvik and Professional Qualifications Register; foreign bidders must submit the relevant proof with the tender.
The bidder must be registered in the e-Business Register. If the bidder, subcontractor or joint bidder member is registered abroad and the law of that country requires business-register registration, an extract from the business register certified by the competent authority of the country of establishment must be submitted together with an Estonian translation.
The bidder must confirm that the tender complies with the procurement documents, that the tender is submitted in the required structure, and that any equivalence has been explained and supporting evidence attached. If the tender is a joint tender, a power of attorney from the joint bidders must also be submitted.
The machine-readable notice did not include any other precise qualification or compliance requirements; the remaining requirements must be checked in the tender documents.
