Compliance requirements
The tender documents set out the standard exclusion grounds, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering and other mandatory grounds. The bidder must confirm the required declarations and, where applicable, may provide evidence of self-cleaning. The machine-readable notice did not include all precise exclusion details; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed, as main contractor, at least 2 similar design assignments for buildings or building complexes with a closed net floor area of more than 500 m² during the 36 months before the start of the procurement, at preliminary design and main and/or working design stage, including an issued building permit. Similar work means buildings or building complexes whose main intended use is at least 50% under codes 11000, 12100, 12200, 12500 or 12600. The bidder must list the contracts in the ESPD with their value, dates and the other party’s details, and provide the client’s confirmation if requested by the contracting authority. The bidder must also take environmental sustainability requirements into account when preparing the design and appoint a project manager with either level 7 certified civil engineer qualification or level 7 authorised architect qualification with the relevant specialisation. If the specialist is not an employee of the bidder, a written consent to participate must be submitted.
