Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud and other listed grounds. The bidder must also confirm that no more than 10% of the contract value will be performed by subcontractors or suppliers that are Russian citizens, residents, or entities established in the Russian Federation, or entities more than 50% owned by them, or acting on their instructions. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed.
Qualification criteria and exclusion grounds
The bidder must have performed at least two contracts in the last three years, counted backwards from the publication date of the contract notice, for the sale of the products in the tender or equivalent products from the same manufacturer. The contract may still be ongoing. A list of the main contracts from the last three years must be submitted, showing the contract value, signing dates and the other contracting party. For the products in the tender, all documents required in Annex 1 must also be submitted, including original product data sheets translated into Estonian and safety data sheets. The bid must comply with the technical requirements, and equivalence must be supported by documents if relevant.
