Compliance requirements
The bidder must confirm that none of the exclusion grounds under Section 95(1)(1)–(5) of the Public Procurement Act apply. If the bidder is not established in Estonia or the data are not available free of charge from a database, a certificate from the competent authority of the bidder’s country of establishment must be provided for the circumstances referred to in Section 95(1)(1)–(4).
Qualification criteria and exclusion grounds
The bidder must hold a valid Health Board operating licence for providing occupational health services and state the licence number. If subcontractors are used for direct performance of the contract, they must also hold a valid operating licence.
The bidder must submit at least one reference contract in the field of occupational health services. The contract must have been performed within the 36 months preceding the start of the procurement and must cover at least EUR 100,000 excluding VAT. If the contract was signed earlier or is still ongoing, the bidder must state the amount performed during that 36-month period. The bidder must provide the client’s name and contact details, a description of the contract subject, the performance period and the contract value using Annex 4.
A power of attorney must be submitted if the tender is signed by a person other than the bidder’s legal representative. In the case of a joint tender, a joint bidders’ power of attorney and a bidder passport for each joint bidder must be submitted.
The bidder must submit the price schedule in the format of Annex 1.1 and confirm that the prices are in euros excluding VAT, remain valid for the entire contract period, are not conditional, do not depend on inflation or exchange rates, and are not cross-subsidised.
