Compliance requirements

The bidder must confirm the standard exclusion grounds in the tender documents, including criminal organisation participation, corruption and other mandatory grounds listed in the ESPD. The documents also require confirmation that the bidder has taken self-cleaning measures if applicable. For the contract performance stage, the bidder must confirm that it will not use subcontractors or suppliers subject to the EU Russia sanctions restrictions described in the tender documents, and that it will not use a subcontractor that would have to be replaced under the Public Procurement Act. Qualification criteria and exclusion grounds

The bidder must show an annual turnover of at least EUR 150,000 for each of the last three financial years. If the company has operated for less than three years, turnover is calculated as the average for the period of operation. The bidder must have successfully completed at least two similar construction contracts within the last 60 months. A similar contract means a contract where the bidder acted as main contractor, the works were carried out on a building or building part with at least 70 m2 of enclosed net floor area, the works involved erection, extension or full reconstruction of a building, and both reference projects had log load-bearing structures, at least one of them made of hand-hewn logs. The bidder must provide a list of reference projects with client contacts and, if requested, the public procurement reference number and a client confirmation that the works were performed properly. The designer must hold the relevant professional certificate; for structural design, at least a Chartered Civil Engineer, level 7, or higher is required. For direct management, coordination and control of the construction process, the contractor must involve at least one site manager with relevant education or qualification. The bid must be submitted in the structure required by the tender documents and include the required price sheet. If any specific proof, form or annex is required in the tender documents, it must be submitted with the bid.
