Compliance requirements

The tender documents include mandatory exclusion grounds. The bidder must confirm that none of the listed criminal-conviction grounds apply, including participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, child labour and other forms of human trafficking, and other mandatory exclusion grounds set out in the tender documents. If an exclusion ground applies, the bidder may have to provide evidence of self-cleaning where allowed by the tender documents.

Qualification criteria and exclusion grounds

The bidder’s average annual turnover for 01/01/2023–31/12/2025 must be at least EUR 160,000. The bidder must show at least two properly performed contracts in the last 60 months for constructing, reconstructing or rebuilding, to improve energy efficiency, a wastewater treatment plant process, equipment, electrical or automation solution with a pollution load of at least 1,000 PE. At least one reference contract must include installation or upgrading of a wastewater treatment plant remote monitoring and control system (SCADA). The bidder’s team must include a project manager, site manager, design team leader, and an electrical, automation and SCADA specialist. The project manager and site manager may be the same person if both role requirements are met. The bidder, a joint bidder or a subcontractor must be registered in the relevant construction and electrical activity registers, or provide an equivalent certificate from the home-country professional register. If the bid is signed by an unauthorised person, a power of attorney from the signatory must be submitted. If subcontractors are used, Form 5 and each named subcontractor’s written consent are required; where references are relied on, the subcontractor must submit a separate ESPD. The bid must also include Form 4 on the bidder’s team, Form 6 on authorisation, and the list of unit prices.
