Compliance requirements
The tender documents include the standard exclusion grounds. The machine-readable notice lists criminal-offence grounds such as participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and the related self-cleaning option where applicable. The bidder must confirm the exclusion questions in the tender documents and provide the requested declarations or evidence if any ground applies.
Qualification criteria and exclusion grounds
The bidder must provide the confirmations and evidence required in the ESPD and the compliance documents. The turnover requirement applies only to lots 1 and 2: the specific annual turnover in the contract-related field must be at least EUR 100,000 for the last 2 financial years. The bid must also include the expert’s CV in the form set out in Annex 2, the expert’s signature on that form, and confirmations that the bid complies with the tender documents. The expert must have prior experience of advising at least 2 small or medium-sized enterprises, experience in at least 1 IT project, knowledge of training machine-learning models, data processing and management, generative AI and automation solutions, and the interconnection of IT with other systems, and English at least at B2.1 level. In a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. If the exact requirements or evidence are not fully set out in the machine-readable notice, they must be checked in the tender documents.
