Compliance requirements
The bidder must not have any outstanding state tax debt, or the tax debt must be deferred. The bidder must not be in bankruptcy, restructuring or liquidation proceedings. In addition, the bidder confirms that the offer does not contain trade secrets, that the bid is unconditional, and that the bidder accepts all tender documents.
Qualification criteria and exclusion grounds
The bidder’s turnover in the last financial year must be at least EUR 1,000,000. By the time the bid is submitted, the bidder must have the activity notice “Construction works” with the sub-activity “general building construction” in the MTR register. The bidder must have successfully completed at least one equivalent construction project as the main contractor within the last 36 months before the bid deadline. An equivalent project means the construction, extension or reconstruction of an agricultural building or structure, namely a manure storage facility of at least 330 m² floor area or a barn of at least 670 m² floor area. The bidder must provide the reference details in free form together with the client’s name, and the contracting authority may verify the reference. If the bid uses equivalent solutions to standards, technical specifications, trademarks or other references mentioned in the tender documents, equivalence must be explained and supporting evidence must be attached.
