Compliance requirements
The bidder must not be subject to the mandatory exclusion grounds listed in the tender documents, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour and other forms of human trafficking, and tax-payment breaches. If an exclusion ground exists, the bidder may provide evidence of self-cleaning where allowed by law or the tender documents. The machine-readable notice did not include the full detailed wording for all exclusion grounds; the exact requirements must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have, within the 36 months before the start of the procurement, designed at least one road construction project with a value of at least EUR 30,000 excluding VAT. The contracting authority considers a project completed when a building permit has been issued and the project has been handed over to and accepted by the client. The building permit must have been issued before the deadline for submitting tenders. The bidder must provide information on the project value, completion date, building permit number and the contact details of the other contracting party. The tender must be submitted in the structure required by the tender documents, and the bidder confirms that the tender complies with all tender document requirements. In a joint tender, a power of attorney for the joint bidders must be attached.
