The bidder must confirm the mandatory exclusion grounds in the tender documents, including participation in a criminal organisation, corruption, fraud and the other listed grounds. Qualification criteria and exclusion grounds

The bidder must submit the tender in the structure required by the tender documents. If the tender is submitted by an authorised person, a document proving the right of representation must be included. In the case of a joint tender, a joint bidder authorisation and the share and nature of each joint bidder’s part must be provided. The bidder must have at least one sales office in Tallinn where the contracting authority can view and buy the office supplies. The bidder must provide the website address and functionality description of the online ordering environment and be ready to provide user training at the contracting authority’s request. The contracting authority must also be able to place orders by e-mail. The bidder must confirm free delivery of the ordered goods to the contracting authority’s delivery addresses within 2 working days from the order or, for e-mail orders, from the bidder’s confirmation. In addition, the bid form must be submitted and, where relevant, equivalence must be explained and evidence attached. For copy paper and drawing paper, an EU or equivalent ecolabel or, if no label is available, a conformity audit is required. The primary wood fibre used to produce the cellulose must come from a legal source, and evidence of origin must be provided upon delivery of the paper.
