Compliance requirements

The tender documents include the standard exclusion grounds, especially criminal convictions such as participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other grounds listed in the ESPD. If an exclusion ground applies, the bidder may be allowed to demonstrate self-cleaning where the procurement rules permit it. Qualification criteria and exclusion grounds

The tenderer must have an aggregate net turnover of at least EUR 120,000 in each of the last three completed financial years before the procurement started. The tenderer must also have, within the last 36 months, prepared and developed at least one situational awareness report or similar work in the field of cybersecurity. Compliance must be proven with a signed free-form declaration listing relevant assignments, including the client or contracting entity, a brief description of the services, the performance period, the tenderer’s role, and contact details or references for verification. The bid must be submitted in the structure required by the tender documents, and equivalent solutions must be explained and supported by evidence where relevant.
