Replacement of luminaires in common areas and replacement of the ATS centre

The bidder must confirm that neither the bidder nor any entity whose resources the bidder relies on has the exclusion grounds laid down in Section 95(1) of the Public Procurement Act. The bidder must also confirm that the bidder’s place of residence or establishment is not in the Russian Federation or the Republic of Belarus, and the same applies to any entity relied on under Section 103(1). If the answer is negative, the bidder must describe the relevant exclusion grounds in the tender form.

The bidder’s net turnover for each of the last three completed financial years before the start of the procurement must have been at least EUR 140,000. If the financial year follows the calendar year, the relevant years are 2025, 2024 and 2023. The bidder must have properly performed at least one similar construction contract within the 60 months before the publication date of the contract notice. A similar contract must have been performed as a main contractor or subcontractor and must concern a building, part of a building or a building complex of at least 1,000 m² of enclosed net floor area. The works must have included the construction of a new electrical system or the reconstruction of an existing one, including the installation of LED luminaires. The bidder must submit Form 1 with the list of contracts and the required details: contract partner name and contact details, procurement object, enclosed net floor area of the works performed, description of the works, contract period, and the procurement reference number if the contract was awarded through a public procurement procedure. The contracting authority may also request a confirmation letter from the client. The bidder must submit Form 4 for the construction works project manager. The project manager must meet one of the required qualification options: Construction Engineer level 6 in building construction and construction management, Construction Manager level 6 with general construction specialization, a Class B competence certificate, or Electrical Engineer level 6 with the relevant specialization and competence. Initial qualifications are not considered equivalent. If the certificate was issued outside Estonia, the bidder must also submit the qualification document and a confirmation from the competent Estonian authority that it is equivalent. If the tender is submitted jointly, Form 8 with the power of attorney and joint and several liability confirmation must be submitted. The tender must comply with all tender document requirements and, where necessary, equivalent solutions must be explained and supported by evidence. If the bidder relies on another entity’s resources, that entity is also subject to the exclusion-ground checks. The bidder must also submit Form 2 and Form 3 and provide the tender price in the required tables.
