The bidder must confirm that neither the bidder nor the members of its management, governing or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The ESPD also requires confirmation of payment of taxes and social security contributions and, where applicable, an electronic proof or database reference. The machine-readable notice did not include precise exclusion details beyond these standard grounds; they must be checked in the tender documents or official tender details.

The bidder must submit a technical bid for the devices offered, demonstrating compliance with the technical specification in Annex 1. The technical bid must be detailed enough to allow the contracting authority to verify compliance. The bidder must also submit the completed price form (Annex 3). In addition, the bidder must provide official manufacturer datasheets in Estonian or English for the offered devices. The offered solution must be compatible with the contracting authority’s Veeam Backup & Replication environment version 13.0, SOBR, tape jobs and Enterprise Plus licensing requirements, and must support all of the contracting authority’s current backup jobs. For deduplication devices, the bidder must confirm that they have a valid Veeam Ready – Backup Repository – Deduplication certificate for at least 6 months after the delivery date. The bidder must confirm that the bid meets the tender documents and that any equivalence has been explained and supporting evidence attached. The bidder must also confirm that the goods offered are not subject to international sanctions and do not originate from sanctioned regions. If the bid is submitted jointly, the joint bidders must attach a power of attorney for the authorised representative.
