Compliance requirements
The bidder must confirm the usual exclusion grounds: participation in a criminal organisation, corruption, fraud and the other statutory exclusion grounds listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning where permitted. The machine-readable notice did not include any more precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have the technical and professional capability needed to perform the contract properly. To prove this, the bidder must submit a list of at least two similar service contracts completed within the 48 months before the start of the procurement. A similar service means regular cleaning services for educational premises. At least one reference contract must cover premises of at least 6,000 m² and at least one must cover premises of at least 3,000 m². At least one of the contracts must have been for a primary and/or secondary school, and the other may have been for another educational institution such as a vocational school, applied higher education institution or university. For each reference contract, the bidder must provide the subject of the contract, the client’s name, the total cleaned indoor area in square metres, the service period and contact details for confirmation of proper performance. For the contract performance stage, the bidder must have at least one cleaning supervisor with a cleaning supervisor qualification at EQF level 5, a property maintenance master qualification at EQF level 5, a property maintenance specialist qualification at EQF level 5, or the former qualification level III in the relevant field. The bidder must provide the name of the responsible supervisor and a certificate or other equivalent proof of qualification. For the tender, the bidder must also confirm that the bid is unconditional, that the bid price is submitted in the required structure, that the bidder has visited the contract performance site and obtained written confirmation of the visit, that no subcontractor subject to replacement under the Public Procurement Act will be used, that no more than 10% of the contract value will be performed by subcontractors or suppliers subject to the EU sanctions restriction described in the documents, and that the bid complies with the tender documents. The machine-readable notice did not include any more precise requirements; they must be checked in the tender documents.
