Compliance requirements
The bidder and its management body members are checked for the usual exclusion grounds, including participation in a criminal organisation, corruption, fraud, terrorist offences or offences linked to terrorist activities, and money laundering or terrorist financing. If any such ground applies, the bidder may submit evidence of self-cleaning where this is allowed. Subcontractors must also submit an ESPD, but their checks relate to the contract performance stage only. The machine-readable notice did not include any more precise exclusion requirements; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have an annual turnover in audit services of at least EUR 80,000 in each of the last three completed financial years (2019, 2020 and 2021), excluding VAT. The bidder must name an auditor qualified to carry out WLA SCS:2024 certification and compliance audits and provide the auditor’s competence evidence and CV. The bidder must also name an auditor certified to carry out ISO/IEC 27001 compliance audits and certification and provide a copy of that auditor’s certificate and CV. In addition, the bidder must be an accredited certification body or belong to an accredited certification organisation that is authorised to issue WLA SCS:2024 and ISO/IEC 27001:2022 certificates. Joint bidders may rely on the combined financial and technical capacity of all members where this is allowed by the nature of the criterion. The tender documents also require the bid to include the forms and declarations listed in the compliance conditions, including the application, joint bidder authorisation and confirmation, power of attorney where applicable, a technical offer that meets the technical specification, and the service price form.
