Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption or fraud. If such a ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that, in performing the contract, it will not use subcontractors or suppliers representing more than 10% of the contract value if they are Russian citizens, residents or undertakings established in the Russian Federation, entities more than 50% owned by them, or their representatives or persons acting on their instructions. The contracting authority may reject a tender if the contract to be concluded would be void due to sanctions rules.
Qualification criteria and exclusion grounds
The bidder must have at least one reference project completed and accepted by the client within the last 36 months before the start of the procurement, or earlier if the contracting authority accepts older experience. The reference must cover the design, implementation, programming, configuration, testing and commissioning of a complete automation and SCADA system for a wastewater treatment plant. The project must have included at least: 1) design of the automation and SCADA solution; 2) installation or arrangement of installation of the control, measurement and automation equipment needed for automation; 3) programming and configuration of PLC and SCADA software and control logic; 4) integration of the above technological stages into one SCADA system; 5) functional testing and handover to the client. The bidder must provide the project name, including the procurement reference number, the client’s name and contact details, the period of performance and acceptance date, the bidder’s contractual role and actual scope of responsibility, and a description showing compliance with all reference requirements. The contracting authority may verify the information with the client and may request a confirmation of proper performance, handover-acceptance record or an equivalent proof. If the bidder relies on the experience of another undertaking, that undertaking must personally perform the part of the contract for which its experience is required. The bidder must also submit the project manager’s details and references. The project manager must have acted as project manager in at least one job or contract involving electrical and automation works and the creation of a SCADA system. Before submitting the tender, bidders must inspect the site in person; the visit is recorded by signature. The bidder must confirm that the tender complies with the tender documents, that the tender price is submitted in the required structure, that any equivalence is explained and supported by evidence where needed, and that the required tender form and project manager information are attached.
