Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or any other exclusion ground listed in the tender documents. If an exclusion ground applies, the bidder must provide an explanation and, where relevant, evidence of self-cleaning measures. The contracting authority may also require confirmation of payment of taxes and social security contributions and confirmation that the offered goods are not subject to international sanctions.
Qualification criteria and exclusion grounds
The bidder must submit the required participation application, a completed technical data sheet, a completed price form and, where applicable, a joint bid power of attorney. The bid must include a detailed technical description of the offered ECG devices, accessories, software, licences and other components, as well as the manufacturer’s technical documentation, maintenance frequency, maintenance tasks, maintenance time, list and prices of consumables and spare parts, and proof that the bidder is the official representative and/or official reseller of the offered products. The bidder’s team must include at least one medical technology specialist with at least 3 years’ experience in servicing and repairing devices and with manufacturer training for the offered devices; the bidder must provide the specialist’s details and the manufacturer’s confirmation of the training or willingness to train the specialist. A device sample with data communication capability must be submitted before the bid deadline in accordance with the technical specification. The bid must follow the structure set out in the tender documents, and the bidder must confirm that the bid complies with all tender document requirements. If equivalence is relied on, supporting evidence must be provided.
