The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurators or other authorised representatives have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, a terrorist offence or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise additional exclusion grounds; these must be checked in the tender documents.

The bidder or its subcontractor must have completed at least three contracts similar to the subject of the tender for construction and/or repair works within the 60 months preceding the start of the procurement. A list of the most important contracts must be submitted, including their value, dates and the other contracting parties. The bid must be prepared in Estonian, submitted electronically via eRHR and comply with the tender documents, including the rules on proving equivalence if an equivalent item is offered. The bid price must be provided in the required structure and must cover all costs necessary for proper performance of the contract; bids with a zero or negative price are not allowed. In the case of a joint bid, a power of attorney for the joint bidders must be attached. An on-site visit on 8 June 2026 at 13:00 is a prerequisite for submitting a bid.
