Bagging line for wood pellets

The contracting authority may exclude tenderers originating from third countries. In this notice, third countries are countries that are not EU member states, EEA agreement countries, WTO GPA countries, or countries with which the EU has not concluded a reciprocal free trade agreement covering public procurement. The bidder must confirm that it is not originating from a third country and, if relevant, state its country of origin. The machine-readable notice did not include any other precise exclusion grounds; these must be checked in the official tender documents.

The bidder’s annual sales revenue over the last 3 financial years must be at least EUR 800,000. If the bidder is not an Estonian company, it must be ready to provide a signed copy of its financial statements or similar evidence. Within the last 36 months before the start of the procurement, the bidder must have supplied at least 2 bagging lines for wood pellets to clients. To prove this, the bidder must provide the client’s name and contact details, a description of the supplied bagging line, and the date of acceptance of the works, stated by month and year. The machine-readable notice did not include any more precise qualification or suitability requirements; the remaining requirements must be checked in the tender documents.
