Compliance requirements
The bidder must confirm that it has no unpaid state taxes or compulsory payments, except those deferred or paid in accordance with law. The bidder or its legal representative must not have been convicted of corruption, money laundering or another offence that calls reliability into question. The bidder must also confirm that it has not submitted false information or omitted required information in the procurement procedure.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification or suitability criteria; these must be checked in the tender documents. In the compliance requirements, the bidder must submit a complete tender with a technical description, price offer, delivery and installation schedule, and warranty terms. The tender must comply with the technical specification in Annex 1, and conditional tenders are not allowed. If the tender refers to a standard, trademark, process or another basis that may require equivalence, the bidder must provide an equivalence explanation and supporting evidence where necessary. The tender price must be submitted in the structure set out in the worksheet "Award criteria and evaluated indicators". The bidder must also confirm compliance with the tender documents, identify any business secrets with justification, and confirm observance of the EU sanctions restriction on subcontractors and suppliers.
