Qualification criteria and exclusion grounds

The bidder must have completed at least 2 exterior cleaning service contracts during the 3 years preceding the publication date of the contract notice, with each contract worth at least EUR 300,000 excluding VAT. Long-term framework agreements that can be performed in parts are also accepted if the required volume has been completed. If a previous contract also covered other services, it counts only if the exterior cleaning portion was at least EUR 300,000 excluding VAT. A list of completed contracts must be submitted with information on their value, dates and the other contracting parties. The price schedule must also be completed according to the instructions. During contract performance, the bidder must involve professionally trained specialists: for gardening work, a gardener qualification at level 2, junior gardener at level 3, gardener at level 4 or master gardener at level 5, or an equivalent or higher certificate; for tree pruning, at least an Arborist level 4 certificate or equivalent or higher. The bidder awarded the framework agreement must submit the specialists’ professional certificates, including first and last name, personal identification code and certificate number, no later than 10 calendar days before the framework agreement is signed. The object manager qualification form must be submitted duly completed. Before submitting the tender, the bidder must inspect the site and confirm the inspection by signature; registration for the inspection must be made at least 1 working day in advance.
