Compliance requirements

The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurists or other persons with authority to represent, decide on behalf of, or control the bidder have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm, where applicable, that the bid is not linked to persons, companies or goods subject to international sanctions and that it does not use subcontractors or suppliers subject to the Russian sanctions restrictions for more than 10% of the contract value.

Qualification criteria and exclusion grounds

The bidder must have performed at least 1 similar printing service contract or order within the last 36 months with a total value of at least EUR 2,000 excluding VAT. Similar services mean printing electronic and paper information materials such as brochures, leaflets, posters, information sheets, annual reports and stickers. As preliminary evidence, the bidder must provide a confirmation in the ESPD and, if needed, a list of contracts with dates, value, details of the other contracting party and the procurement reference number. The tender must comply with all requirements set out in the procurement documents, and conditional tenders are not allowed. If the bidder wants extra points for using an eco-label or a responsible supply-chain label, it must provide supporting evidence. In a joint tender, an authorised representative must be named and a joint-bid power of attorney must be attached if required.
