Compliance requirements
The bidder must confirm the mandatory exclusion grounds, especially that neither the bidder nor its management, administrative or supervisory body members, nor persons with authority to represent, decide for or control the bidder, have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud or other listed criminal offences. If an exclusion ground applies, the bidder may also need to explain any self-cleaning measures and, where available, provide electronic evidence or references. Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification, suitability or compliance requirements; these must be checked in the tender documents. As compliance conditions, the bidder must confirm that it will not use subcontractors or suppliers for more than 10% of the contract value who are Russian citizens, residents or entities established in the Russian Federation, or who are owned by such persons or entities by more than 50%, or who act on their instructions. In the case of a joint bid, an authorised representative must be named and a power of attorney from the joint bidders must be attached. The bid must comply with all tender document requirements and be submitted with the required Annex 3 declaration, Annex 1 technical specification and, if needed, a power of attorney for signing the bid. Product samples must also be submitted to verify compliance.
