Compliance requirements

The bidder must confirm the standard exclusion grounds, including that neither the bidder nor members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other offences listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm tax and social security payment information and provide details of authorised persons if they are not visible in the business register. Qualification criteria and exclusion grounds

The bidder must submit a project plan containing the project activities and timetable. The bid must include a CV form for each project team member and copies of education documents if they are not freely available to the contracting authority from public databases. The team must include, in a team of at least two people, a project manager, a business analyst, a systems analyst, and a legal and data protection expert; one person may perform several roles if they meet the conditions for each role. The more detailed team requirements are set out in a separate base document. In the case of a joint bid, a power of attorney from the joint bidders must be attached. The bid must comply with the tender documents and, where necessary, explanations and evidence proving equivalence must be provided.
