Summary

The tender concerns business and systems analysis for the Ministry of Culture’s future adaptation programme register (KOPA). The selected contractor must map business processes, functional and non-functional requirements, data structures, data flows, integration needs, system architecture and technical solution, analyse existing systems such as SIE and PESA, assess possible reuse, address data protection and legal aspects, and prepare a data protection impact assessment (DPIA). Compliance requirements

The exclusion grounds include at least participation in a criminal organisation, corruption and other criminal-conviction-related grounds listed in the ESPD. The bidder or a person with management, representation or control powers must not have been finally convicted of these offences within the last five years, or the disqualification period stated in the conviction must have expired. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the official tender documents.

Qualification criteria and exclusion grounds

The bidder must submit a project plan describing the project activities and schedule. The project team must be formed for contract performance and must participate personally in the work. At least a two-person team must cover the following roles: project manager, business analyst, systems analyst, and legal and data protection expert. One team member may cover several roles if the role requirements are met. The bidder must provide copies of education documents if they are not freely available to the contracting authority from public databases. The bidder must submit the project team members’ CV form and the required confirmations and experience data on the contracting authority’s form. If the contracting authority requests additional information or documents, the bidder must provide them within 3 working days. If the bid is a joint tender, a power of attorney for the joint bidders must be attached. The bid must comply with the tender documents, and any equivalence must be explained and supported by evidence where relevant.
