Compliance requirements
The machine-readable notice includes the standard exclusion grounds for criminal organisation, corruption, fraud and other mandatory grounds. If an exclusion ground applies, the bidder may be allowed to demonstrate self-cleaning measures where the procurement documents provide for this or where the law allows it. The bidder must answer the exclusion questions and, where relevant, provide the requested dates, reasons, persons involved, exclusion period and self-cleaning description.
Qualification criteria and exclusion grounds
The bidder must provide turnover information for the last three completed financial years before the start of the procurement; the minimum net turnover is EUR 50,000. If requested by the contracting authority, the bidder must submit an extract from the annual accounts showing the turnover. The bidder must confirm that the offered wind jacket complies with the technical specification and, if necessary, provide supporting evidence such as product images. Before the tender deadline, the bidder must submit one sample of a men's wind jacket, size XL for height 180 cm; the sample must comply with the technical specification, be made of the same materials and on the same or equivalent machines, and its colour must match point 2.2 of the technical specification. The bidder must submit test results for the main material showing the required properties in the technical specification; the tests must be carried out in an independent test laboratory, a university textile laboratory or the material manufacturer's test laboratory. If manufacturer test results are used, they must be up to date, meaning carried out within the last 12 months, and properly referenced and signed by the manufacturer. The bidder must confirm compliance with the tender documents and, where equivalent solutions are used, explain the equivalence and attach evidence. In a joint tender, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. If the company has authorised persons not visible in the commercial register, their names and personal identification codes must be provided, or the bidder must confirm that no such persons exist. The bid must also meet the sanctions-related compliance requirements, including confirmation that subcontractors and suppliers representing more than 10% of the contract value are not linked to the Russian Federation or entities controlled by it.
