Compliance requirements
The tender documents include the standard exclusion grounds, including criminal organisation, corruption and fraud. The bidder must answer the mandatory self-declaration questions and may, where applicable, provide evidence of self-cleaning and restored reliability. The machine-readable notice did not include any more specific exclusion grounds; these must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must submit a completed bid submission form and a product description on the form provided by the contracting authority. The offered product must comply with the technical specification. The bidder must state the delivery time in whole months from order confirmation; the maximum allowed delivery time is 2 months. Delivery must be to the contracting authority’s location in Harjumaa, and the delivery cost must be included in the bid price. The bidder must also state the warranty period in years; the minimum warranty is 1 year from handover. If the bid is a joint bid, a power of attorney from the joint bidders must be attached. The bidder must confirm that the bid is unconditional, that it accepts all tender document terms, that it follows the required price structure, and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
