Compliance requirements
The tender documents include the standard exclusion grounds. A bidder must confirm that none of the mandatory exclusion grounds apply, including participation in a criminal organisation, corruption, fraud, terrorist offences or offences linked to terrorist activities. If an exclusion ground exists, the bidder may, where allowed, provide evidence of self-cleaning and restored reliability. The machine-readable notice did not include any more specific exclusion grounds; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder’s average net turnover for the last three completed financial years must be at least EUR 250,000. If the bidder has operated for less than three financial years, the average turnover is calculated for the years of operation.
The bidder must have carried out at least one similar design assignment in the last three years, completed in accordance with the contract and accepted by the client. A similar assignment means a design contract covering at least one of the following: a water treatment plant with a flow rate of 20–40 m³/h and a concrete storage tank of at least 200 m³; a concrete wastewater equalisation tank of at least 250 m³ and a pumping station; a public water supply pipeline of at least 2,000 m; a pressurised wastewater sewer pipeline of at least 2,000 m; or a gravity wastewater sewer pipeline of at least 800 m.
The bidder must submit a list of completed works with the object name and location, a short description and technical parameters, the contract value and performance period, and the client’s name and contact details. Reference certificates must be provided if requested by the contracting authority.
The bidder must provide details of the person responsible for managing the design work. The responsible specialist must hold at least the qualification of a certified water supply and sewerage engineer, level 7, excluding the initial qualification, with competence in managing external water supply and sewerage design, or an equivalent professional certificate. If the bidder relies on the resources of another undertaking, a written commitment from that undertaking and confirmation of the availability of those resources and direct participation in contract performance must be submitted.
