Compliance requirements
The ESPD includes the standard mandatory exclusion grounds, including participation in a criminal organisation, corruption and fraud. The tenderer or its managers, representatives or supervisory body members must not have a final conviction for these offences within the last 5 years, unless the exclusion period has expired. If an exclusion ground applies, the tenderer may provide evidence of self-cleaning where allowed. The tender documents also require confirmation that the tenderer does not use subcontractors or suppliers exceeding 10% of the contract value who are Russian nationals, residents, or entities established in Russia, or owned or controlled by such persons or entities.
Qualification criteria and exclusion grounds
The tenderer must have properly completed at least 2 orders for the sale of items similar to the subject of the procurement during the 36 months preceding the start of the procurement. Items similar to the subject of the procurement are headgear. The tenderer must submit, in the ESPD, a list of the completed contracts with information on the contract dates, value and the other contracting party. If requested, the tenderer must also provide confirmation from the other contracting party that the contracts were performed properly. The tender documents also require the submission of technical documents for the caps and detailed specifications of all materials and auxiliary materials, as well as samples of the selected base fabric and finished caps in the required sizes.
