The machine-readable notice listed the usual exclusion grounds: participation in a criminal organisation, corruption, fraud and other similar conviction-based grounds. If an exclusion ground applies, the tenderer may submit evidence of self-cleaning to restore reliability. The exact exclusion grounds and any additional conditions must be checked in the tender documents.

The tenderer must have duly fulfilled at least 2 orders for the sale of items similar to the subject of the procurement during the 36 months preceding the start of the procurement. Items similar to the subject of the procurement are headgear. As initial evidence, the tenderer must confirm this in the ESPD and may provide a list of completed contracts with details of the contract dates, amounts and the other contracting party. If requested, the tenderer must also provide confirmation from the other contracting party. The tender documents also require the submission of technical documentation for the caps and samples of the base fabric and finished caps in the specified sizes and colours.
