Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, nor persons with representation rights, have been finally convicted within the last five years for participation in a criminal organisation, corruption or fraud. If such a ground applies, information on remedial measures, i.e. self-cleaning, must also be provided. Qualification criteria and exclusion grounds
To make the bid compliant, the bidder must submit the completed form 'Technical description and product data' using the template provided by the contracting authority. The bidder must confirm that the bid complies with the tender documents and, where relevant, provide explanations and evidence of equivalence. In the case of a joint bid, a power of attorney from the joint bidders must be submitted. Where necessary, the bidder must also identify any authorised persons not visible in the commercial register and confirm that subcontractors and suppliers involved in contract performance are established in Estonia, another EU Member State, another EEA contracting state or a WTO Government Procurement Agreement country.
