Compliance requirements
The machine-readable notice includes mandatory exclusion grounds for criminal organisation, corruption, fraud, terrorist offences, money laundering and terrorist financing, and other standard conviction-based grounds from the tender passport. The bidder or its managers/representatives must not have a final conviction within the last five years for these offences, unless the exclusion period has expired. If an exclusion ground exists, the bidder may provide evidence of self-cleaning where allowed. The notice also refers to sanctions-related exclusion and requires confirmation that subcontractors and suppliers used for more than 10% of the contract value are not Russian persons or entities, are not more than 50% owned by such persons or entities, and do not act on their instructions.
