Purchase and installation of a vegetable peeling line for the South Estonian fruit and vegetable processing centre

The machine-readable notice includes mandatory exclusion grounds for criminal organisation, corruption, fraud, terrorist offences, money laundering and terrorist financing, and other standard conviction-based grounds from the tender passport. The bidder or its managers/representatives must not have a final conviction within the last five years for these offences, unless the exclusion period has expired. If an exclusion ground exists, the bidder may provide evidence of self-cleaning where allowed. The notice also refers to sanctions-related exclusion and requires confirmation that subcontractors and suppliers used for more than 10% of the contract value are not Russian persons or entities, are not more than 50% owned by such persons or entities, and do not act on their instructions.

The bidder must be registered in the commercial register of its country of establishment and, where required, provide evidence of registration. The tender passport also contains other selection criteria, but their exact content was not fully visible in the machine-readable notice; they must be checked in the tender documents. For the bid, the bidder must confirm that it complies with the tender documents, that no conditional bid is submitted, that the pricing structure is completed in the required form, and that the HD III price table and the bidder’s equipment list are submitted. If an equivalent solution is offered, it must be explained where necessary and evidence of equivalence must be attached.
