Compliance requirements

The bidder must confirm that neither it nor the members of its representative, management or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the tender documents. If such a ground exists, information on self-cleaning measures must also be provided where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the official tender documents.

Qualification criteria and exclusion grounds

The bidder must submit a bid that complies with the tender documents and include a service description. The service description must cover the analytical approach and data collection depth, sample design, applicability of results, realism of the timetable and workflow, and risk analysis. To perform the service, the bidder must form a study team of at least three people: a project manager, a field expert and an analyst. The project manager must have managed at least two similar projects within the last 72 months; a similar project means a study or analysis in the training or social sector. The field expert must have work-related exposure to and in-depth knowledge of the social sector training system, occupational standards and the TäKS framework. The analyst must have practical experience in quantitative processing, sorting and cross-use of large datasets, including register data, and experience as an analyst in at least two social science research projects. A CV must be submitted for each role so that compliance can be verified. In the case of a joint bid, a power of attorney from the joint bidders must be submitted. The bidder must also confirm that the bid complies with the conditions set out in the procurement documents and that it will prefer environmentally friendly solutions when performing the contract.
