Compliance requirements
The tender documents include exclusion grounds for participation in a criminal organisation, corruption and fraud. The bidder must provide the required declarations and, where relevant, the date of conviction, the reason, the person convicted, the exclusion period and evidence of self-cleaning measures. If an exclusion ground applies, the bidder may submit evidence of restored reliability where allowed by the procurement rules.
Qualification criteria and exclusion grounds
The bidder must provide the confirmations and evidence required in the ESPD and tender documents. The ESPD includes at least the exclusion grounds for participation in a criminal organisation, corruption and fraud, and the bidder must provide conviction details, explanations and evidence of self-cleaning measures where relevant. Under the compliance requirements, the bidder must confirm that the tender complies with the procurement documents, submit a power of attorney for a joint tender, provide unit prices for the shopping basket together with the offered item name and description, confirm that equivalent solutions are supported by evidence if applicable, confirm that the goods are not subject to international sanctions and do not originate from sanctioned areas, and confirm possession of the operating licence required for handling pyrotechnic products. The shopping basket prices must be fixed for 18 months and the goods must be delivered no later than 30 days after contract signature.
