Compliance requirements

The bidder must confirm that its place of residence or establishment is in Estonia, because only bidders based in Estonia may participate in the purchasing procedure. The bidder must confirm that it will not involve subcontractors or suppliers accounting for more than 10% of the contract value if they are Russian citizens, residents or businesses established in the Russian Federation, or if they are more than 50% owned by such persons or entities, act as their representatives, or follow their instructions. The bidder must indicate what information is treated as trade secret and justify that designation. The bid price and unit prices may not be marked as trade secrets, and for supply contracts other numerical indicators relevant to the award criteria may also not be marked as trade secrets. The bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions.

Qualification criteria and exclusion grounds

The bidder must demonstrate financial capacity and prior experience. Confirmed annual turnover in the 2023 and 2024 financial years must be at least EUR 3,300,000 per year and the company must be profitable. If net turnover is not visible in the annual accounts published in the commercial register or the bidder is not a company registered in Estonia, additional documentary evidence must be provided. The bidder must have at least 2 properly performed sales contracts for a machine similar to the procurement object, namely a Swiss-type 8-axis CNC lathe. Each contract must be worth at least EUR 210,000 excluding VAT and must include transport, installation, technical support and service. Contracts completed from 2021 onwards are accepted. A list of contracts must be submitted with the signing and performance dates, a short description, and the details of the other contracting party. The bidder must submit a product sheet or other document for the offered machine that allows compliance with the technical specification to be checked, and the document must reference each requirement. A software product sheet or other proof confirming the CNC FANUC 32i-B Plus 2-channel software must also be submitted. The bidder must be able to provide technical support, maintenance and warranty service so that a service and repair base in Estonia can respond to faults or maintenance needs within a maximum of 24 hours. The team must include at least two trained technicians, and an overview of the specialists, their number, job titles and competence must be provided. The bidder must agree to provide user training in Estonian at the installation site in Saaremaa, Estonia, and the training must include the activities described in the draft contract. The bidder must confirm that the machine and its components will be delivered in a way that allows delivery within the time limit set in the procurement documents and draft contract. All spare parts needed for maintenance and repair must also be available in Estonia. The bidder must confirm that the offered machine is manufactured in the European Union, complies with EU requirements and is safe and suitable for use on the EU market. Evidence from the manufacturer or the manufacturer’s authorised representative must be provided. The bidder must confirm that the machine can operate without a moving guide bush, in Swiss Type Kit / Guide bush / Non-guide bush modes, and must provide supporting evidence if requested. The bidder must confirm that the offered machine, bidder and service comply with all requirements set out in the document “Hankedokument Smidt Metall 1”.
