Compliance requirements

The bidder must confirm the usual exclusion grounds, including that neither the bidder nor members of its management bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or similar offences. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. The bidder must also confirm that its place of residence or establishment is not in the Russian Federation or the Republic of Belarus, and the same applies to persons whose resources the bidder relies on. The bidder must also confirm that it does not use a subcontractor that would have to be replaced during contract performance and that the offered goods are not subject to international sanctions and do not originate from sanctioned territories. Qualification criteria and exclusion grounds

The bidder must submit at least one previously performed service contract that is comparable in substance to the relevant lot’s support service and that was properly performed within the 36 months preceding the start of the procurement. If an offer is submitted for several lots, at least one comparable service contract must be shown for each lot. The minimum number of completed assignments is 1 per lot. For lot 1, the bidder must confirm that it has the capacity to provide the special pedagogical counselling service for at least 10 hours per month during the framework agreement period. The bidder must submit completed Annex 5, ‘Application and service provider details’, together with the required documents, and for lot 1 also Annex 6, ‘List of support services’. The bidder must confirm that its tender complies with the procurement documents and the technical specification for the relevant lot, and that the persons directly providing the service meet the service delivery requirements. The bidder must accept the contracting authority’s fixed support service prices and may not change them or add conditions to them.
