Compliance requirements

The tender documents include the standard mandatory exclusion grounds: participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour and other forms of trafficking in human beings, and other legally required exclusion grounds. If an exclusion ground applies, the bidder may be allowed to demonstrate self-cleaning measures where permitted by law or by the tender documents. The machine-readable notice does not provide the full detailed wording for every exclusion ground, so the official tender documents must be checked.

Qualification criteria and exclusion grounds

The bidder must have completed at least one service contract in the last 36 months before the start date of the procurement procedure, or coordinated services for a total of at least 12 months. The reference may be shown with one or more contracts, as long as the 12-month service period is covered. The contracting authority also accepts a certificate issued by a local authority or other written evidence proving the performance of the relevant services. The bidder must submit the completed contract data form (Annex 4) from the tender documents. For the project manager, higher education and experience in managing at least one project in the youth, education or social field during the last 5 years before the start of the procurement are required, with the project lasting at least 6 months in total. All online youth workers in the service team must have one of the following: a valid youth worker professional qualification at least level 6; or a valid social worker professional qualification at least level 6 plus at least 2 years of work experience in the youth field during the last 5 years; or higher education as a teacher or support specialist (special education teacher, speech therapist, social pedagogue, school psychologist) plus at least 2 years of work experience in the youth field during the last 5 years; or other higher education or applied higher education plus at least 3 years of work experience in the youth field during the last 4 years. The bidder must provide team member details using Annex 3, and the contracting authority may request additional evidence if needed. The bid must comply with all tender documents, and conditional bids are not allowed.
