Compliance requirements
The tender documents include the standard exclusion grounds under Estonian procurement law, especially convictions for participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed. The machine-readable notice did not include the full list in a concise form, so the exact exclusion grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit a service description that covers understanding of the study objective and assignment, methodology, team roles and responsibilities, schedule and activities, and risks with mitigation measures.
A study team of at least three members is required: a project manager, a field expert and an analyst. All three must personally participate in contract performance. The bidder must provide the team members’ list and a description of each member’s responsibilities.
The project manager must have at least two project management assignments for health-sector studies or analyses completed within the last 60 months. The bidder must provide the project manager’s name, project titles, project management tasks and project periods on the contracting authority’s CV form.
The field expert must hold a master’s degree in clinical psychology, psychology, psychiatry, mental health nursing, mental health therapy or a similar field, and at least 1 year of work experience in a relevant position within the last 60 months. The bidder must provide the name, the position or projects through which the experience was gained, the tasks performed, the duration of work experience, the client or employer’s name, and a copy of the education certificate. Publication references may be added if available.
The analyst must have experience within the last 60 months in conducting research or analysis in the mental health field or in social science research or analysis as an analyst. In addition, the analyst must have experience in at least three qualitative studies and in conducting group interviews, including independently conducting group interviews in at least two of those studies. The bidder must provide the team member’s name, project titles, client or employer’s name, a list of tasks performed as analyst, and the project period on the contracting authority’s CV form.
The bid must also confirm compliance with the tender documents. Conditional bids are not allowed. If the bid is joint, a power of attorney from the joint bidders must be attached. The bidder must identify any trade secrets only within the permitted scope and provide the names and personal identification numbers of authorised persons, or confirm that there are none. The bidder must also confirm that environmentally friendly solutions will be preferred during contract performance.
